He was born in Ankara in 1972. He completed his primary, secondary, and high school education in Ankara. He received his Bachelor's degree in 1994 from the Department of Computer Education at the Faculty of Industrial Arts Education at Gazi University, his Master's degree in 1999 from the Department of Computer Education at the Institute of Natural Sciences at Gazi University, and his Doctorate in 2006 from the Department of Educational Technology at the Institute of Educational Sciences at Ankara University. He became an Associate Professor in 2020. Since 1995, he has given courses and seminars to many public institutions and organizations. He has participated in nearly 8 projects, 6 of which were national and 2 international, as a researcher or coordinator. Within the framework of the Mevlana project, he served as a visiting faculty member at Kazan Federal University in Russia. He has taught courses to faculty members at Azerbaijan State University of Economics and at Nakhchivan University. He is the Editor-in-Chief of the International Journal of Information Systems and Applications (UBSUD). He has published nearly 50 national and international articles, nearly 30 conference papers, 4 books, and edited 3 books. As an administrator, he has served as department chair, assistant department chair, faculty council member, research center board member, and Vice Dean. He is currently a faculty member in the Department of Computer and Instructional Technologies Education at Gazi University's Gazi Faculty of Education.
